This ground was needed for ordnance purposes. The Committee on Naval Affairs, to whom was referred the bill (S.

) authorizing and directing the Secretary of the Navy to contract for the purchase of a lot of land opposite the Norfolk Navy-Yard, have fully considered the same, and recommend its passage for the reasons set forth in the report of the Senate committee accompanying said bill, which report is hereby adopted and made a part of this.
